Thunder Island by Meryl Sawyer

   Jennifer Whitmore and Kyle Parker fell in love as teenagers but were tragically torn apart. Years later they are thrown together again when Jennifer shows up to take part in the anti-terrorist seminar being taught by Kyle. Kyle has spent the intervening years as a Navy SEAL while Jennifer and her Bloodhound Sophie are a top notch search and rescue team. Kyle is instantly thrilled to see his 'Jenny' again, but Jennifer seems to be quite angry with him, actually dumping a pitcher of margaritas in his lap. As luck would have it they end up staying at the same guest house in the Keys of Florida. Kyle is determined to rekindle their romance but Jennifer wants nothing to do with him, she is engaged to another man.
   Now that he has seen her again Kyle knows that his inability to form a relationship with any other woman is because his heart has always belonged to Jennifer. Her response to his kisses convinces Kyle that even though she denies it, Jennifer still loves him too.
   Then Jennifer's fiance Chad shows up at the same guest house and it becomes obvious that Chad is not all that devoted to Jennifer. They break up the very night he arrives and when he is found dead a few days later Jennifer becomes the prime suspect. Kyle has to use all the technology available to him to try and save her.
