Geraint Penderyn and Marged Evans were close friends as children in Wales and were beginning to fall in love before Geraint was sent to live in London. But years later, Geraint became the Earl of Wyvern. He has been absent from Wales for ten years. Marged once loved Geraint, but now hates him because she blames him for her husband's arrest when he was trying to help their friends fight the rents and tithes against the inhabitants of the Welsh village where she lives and which oppresses the Welsh people. The harsh treatment by the authorities resulted in her husband's death.

A masked savior, a man dressed as a woman named Rebecca, rides out at night to lead his people in rebellion against the toll gates that are destroying them all. He is a daring and commanding figure, and Marged is soon deeply involved with him, though she has never seen his face. Beneath the disguise is Geraint, who has donned the disguise to convince his people that really he is on their side.

Marged is conflicted in her feelings for Geraint as he tries to improve conditions for the villagers and prove to Marged he still loves her although he has neglected her. Yet at the same time, Marged realizes she is falling for Rebecca.
