Beyond World's End by Mercedes Lackey and Rosemary Edgehill

Eric Banyon has just moved to a New York City apartment and is ready to settle down and get a degree at Juilliard. However, his peace is interrupted again upon the discovery of a talking gargoyle and magic in his apartment building.
Unfortunately, a new scheme has emerged from a secret organization of drug-dealers, who happen to do their business not too far from Eric's apartment. These people have discovered a new drug, one that has drastic effects on its user, either awaking extreme magical abilities in the individual or killing the person. Furthermore, an evil elf-lord has involved himself with this organization and wants to use these drugs to take over the world.
When this plot is uncovered, Eric Banyon has to put his unique, world-saving Bardic powers to use once again.
