Grace McCabe is a successful author just off a book tour. To take a vacation, she goes to Washington, D.C. to visit her sister Kathleen. She learns that Kathleen is also a phone sex operator. While visiting she meets Detective Ed Jackson, and they are just beginning their relationship when Kathleen is killed.

Ed and his partner Ben are assigned to the case, and after Kathleen's funeral, Grace moves in with Ed. She finds herself falling in love with him, but everytime they get close, something happens in the case. Another woman was killed and another barely survived. When Ed and Grace finally sleep together, Ed asks Grace to marry him, and she agrees to think about it.

Despite Ed's wishes, Grace sets herself up as bait for the killer, and hearing her voice and mistaking it for her dead sister's, he comes back to her. Ed arrives just in time to hear shots. Will he have been too late to save the only woman he has ever loved?
