Games of State - Tom Clancy's Op-Center 3 by Tom Clancy

The work starts on a movie location for a film about World War II in Germany, which is attacked by a Neo-Nazi group, who kills most of the people on the set and makes off with a trailer of Nazi props. Next we get introduced to the Americans, the "Good Guys" in the guise of OP-Centre, a govemental agency whose job it is to provide information to the USA goverment. The main characters from OP-Center are in Germany to arrange a sharing of techology with a Germany company.

One of the Op-Center members, who is in a wheelchair, decides to go and try and gather information about the attack, while the rest of his team work at who is behind it. They come across a person who seems to be funding a racist point of view, and decide to stop this person from his goal.
