Rachel Jones is a young widow leaving by the beach in Florida when she finds a man with two gunshot wounds on the beach. Her instincts tell her to help him and not to call the police, so with the help of her friend Honey, she fixes him up. When he wakes up she learns he is part of a government agency and he has been betrayed by a superior.

Kell Sabin is very weak, but as soon as he is well he begins an affair with Rachel, all the while waiting to get well enough to leave. They fall in love with each other, and with the help of Kell's friends Grant and Jane Sullivan, manage to get Kell to safety.

Rachel is heartbroken when Kell leaves, however, so she asks Jane to help her get in touch with him. Jane conviences Kell to go see Rachel, who then decides he can't live without her.
