Kat Francis is a veterinarian working in Victoria, Canada. When she receives an anonymous package in the mail, containing pictures of mutilated cattle, she is not quite sure what to think; but when the pictures are stolen, and an attempt is made on Kat's life, she realizes that finding out who sent her the pictures is essential if she wants to remain alive. After some investigation, she realizes that the pictures were sent by an old boyfriend, Craig Butler - who recently died of Alzheimer's in his early thirties. Investigating further, obtaining Craig's medical records and even sending his ashes to a lab for analysis, Kat begins to catch a glimpse of a government plot that links cattle mutilations with biological weaponry, and with Craig's death. She chooses to continue investigating despite further threats, but soon finds herself up against a group of government employees who are willing to take almost any step to keep their secret from getting out.
