Blue Smoke by Nora Roberts

After watching her family's restaurant burn down, and helping the arson investigator catch the man who did it, Reena Hale decides to become an arson investigator herself. Fire continues to haunt her life, with her first real boyfriend dying in a fire, and another boyfriend was shot and then his car was burned. Reena doesn't see a connection, however, and goes on with her life.

When she moves into a new house, she meets a man named Bo, who has been in love with her ever since he saw her at a party 13 years ago. They begin an affair, and fall in love with each other. As soon as their relationship begins, however, Reena starts to receive scary phone calls and the caller directs her to fires he has set.

Finally, as the fires begin to strike closer to home, Reena realizes that the man responsible is the son of the man who burned her parents restaurant. He goes around setting fires to the homes and businesses of the people involved in the case, as a way to avenge his dying father. Reena has to stop him before he kills her and Bo.
