Arianna Kelt and the Wizards of Skyhall by J.R. King

Arianna Kelt is an orphan who has been on the run on and off ever since she can remember. She is a skilled thief. After a bumbled robbery attempt of a bank, she sees a wizard, which gets her into all kinds of trouble. Then she has the law gnomes after her and she gets sent to the Peoples Court. She doesn't understand what is happening to her until the wizard, Mortimer, casts a spell of enlightenment on her, and just before the judge sentences her she begs for mercy.

The judge feels sorry for her, and allows Mortimer to take her to the wizard academy. Since she is a wizard seer, she has talent with magic, but they don't know how much talent. She begins training in the wizard academy.
