Arianna Kelt and the Wizards of Skyhall by J.R. King

A 12-year-old orphan girl is a beggar and a thief. She gets into all kinds of trouble, and is caught several times stealing food. She has a miserable life until she sees a wizard, then her whole life changes. She gets into a lot of trouble because she saw the wizard and has to go to see a special judge to determine what is going to happen to her. She doesn't believe what's happening to her, until it's almost too late. Then she wishes she was more good than she is, and she agrees to try to change. Since she was able to see a wizard she has some special power, she is able to start training to see if she can become a wizard.
