Dragon Society by Lawrence Watt-Evans

Dragon Society picks up where Dragon Weather left off with Arlian returning to Manfort after hunting down and slaying Lord Enziet/dragon he became. It's on the journey back to the city that Arlian decides that his conflict with the two surviving lords that he has sworn revenge on, Lord Belly and Nail is no longer important and he decides to focus all of his energy on destroying the dragons. Upon arrival at the city he learns that he is Enziet's heir and all of his enemies property is now his own, including a sizable amount of obsidian that he crafts into weapons. While he's tidying up his affairs Nail's dragon is born and the secret of dragon reproduction becomes known after it's birth is witnessed by several other members of the Dragon Society. Arlian and Black kill the newborn dragon but the secrect's out and the dragons that contact Arlian are none to happy. They tell Arlian that he had better lie and keep the secret as well as not harming any other unborn dragons or it could mean war.
Through magical means Arlian figures out a way to get rid of the unborn dragon living inside a Dragon Heart but the only person that he can convince to undergo the painful procedure is Lady Rime. This is the final action that angers the dragons and one of them attacks the Old Palace while the procedure is happening. Fortunately Arlian has been working on a type of catapult to combat the dragons and manages to kill the beast although Lord Belly is killed in the action.
Arlian's victory is an important one, for even though the dragon manages to cause massive damage to the Old Palace and some to the city the Duke promises to give Arlian all of the support that he needs. This is important because the dragons have had enough and they are going to be coming in force soon and then the fate of humaniity and their place in the Lands of Man will be a precarious one indeed.
