The Masqueraders by Georgette Heyer

Prudence and Robin have lived a roundabout life - following their father from city to city and country to country, always under a false name, they have gotten into scrapes and scandals everywhere. But now, having returned to England after following their father in yet another failed political rebellion, they are on the criminal wanted list...

So they decide to cross-dress to create a false identity. With the backing of an old friend who happens to be well positioned in the ton, they set up in London - Prudence becomes a man, and her brother a woman. Which is fine, until a runaway heiress they rescue on the way to London resurfaces: Robin falls in love with her, and Prudence with her protector, Anthony.

She can't fool Anthony for long - he knows she's a girl. Will he expose her to the rest of the ton before Robin and Prudence can be saved from a very awkward situation by their enterprising father?
Because he too has resurfaced - claiming to be the rightful heir to a Dukedom. Is he an imposter this time? Prudence recalls that she and Robin know just about nothing about what their father did before their own birth...
