    Division One Operative Joshua Carter is passionately attracted to his secretary, delicate Amanda Wainwright. After discovering her fiancee was a double agent who used her, Amanda is devastated. Watching Amanda struggle with heartbreak for a year, Josh fears for her health and sanity. Josh decides to get close to the vulnerable Amanda, who is tempted by the idea of an affair with the devastatingly handsome playboy spy Josh. Out on a lark one evening, Josh and Amanda cross paths with a suspected arms dealer, Rudy Olivara, with links to both their pasts. Forced to portray live-in lovers to allay the suspicions of the viscious criminal, Josh and Amanda spy on him to gain information about underworld shipments of uranium and plutonium.   Returning to Division One after attending a dazzling cocktail party hosted by Rudy, Josh and Amanda explore their desire for each other. Joshua is shocked to learn that Amanda, though once engaged to another man, is still a virgin!   
    Amanda, tired of resisting her feelings for Joshua, belives she is ready to accept the passion he offers on his terms, but commitment-shy Joshua decides he cannot be the man who deflowers this innocent woman.
    Josh and Amanda pursue Rudy's trail to Europe, where they are kidnapped and held captive at sea with under the threat of death, (or worse!) for Amanda. Josh is now tormented by the possibility that Amanda's first sexual experience may now be an assault by their captors. Will Division One be able to save them in time?
