Iron Orchid by Stuart Woods

Former Chief of Police in Florida, Holly Barker is at the Farm going through her CIA training when she is pulled out of class and put on special assignment with others from her group. Teddy Fay, and ex-CIA technical wizard is not dead as was thought at the end of “Capital Crimes” and has resurfaced. Teddy has decided to go after targets in New York City that the authorities cannot. He still has a contact inside the CIA who is covering for him and with his technical wizardry no one even figures out it is him at first.

Holly and the others on her team are sent to New York to work with Lance Armstrong and stop Teddy. They just miss him when they determine that he has sat next to Holly at the Met Opera, and gone undetected as he is now a master of disguise. They narrowly miss him at the Opera Music Store. He gets away from them Sax 5th Ave by posing as Santa after shooting someone who is out to hurt Holly while Skating in Central Park.

One thing that makes it tough to catch Teddy is that he is killing people that the agency would love to have kicked out of the US but with the diplomatic immunity are not able to. So they all struggle with the fact that he is doing what they only wish they could. The team is on a race to stop Teddy from killing a Saudi Prince at the United Nations Plaza.
