Talon and the Dragons of Crinnelia by Diana Metz

At fifteen, Talon, an ordinary soldier, has risen through the ranks to defeat his employer's enemy, and earn a fearsome reputation as a swordsman. With the war over, and mistrusted by his older peers, Talon is without prospects when he is approached by an eccentric old man who wants him to retrieve a parcel for him from a distant city in what was until recently, enemy territory. Talon, proud but bored, agrees to act as messenger. On the journey, he finds a flute in his pack that the old man put there. When he plays it, a dragon sings with him.   Talon reaches the city and retrieves the package, two magical rings which will not leave his fingers. Talon is captured and tortured, however, the rings burn hot and nothing happens to Talon. Together, he and the dragon escape, and return the rings to the old man, who is a wizard named Olwin.

Talon learns that Kendirk, an evil wizard that Talon faced while escaping, has been destroying Olwin with insidious spells from a distance, Olwin needed the rings of Ko-Mon Po to protect him from the malicious spells. He also reveals to Talon that the magic which protects him does not come from the rings. Olwin believes that Talon is to be the Krrig Daa, a being prophesied who will unite Dragons and Humans.

Olwin and the Queen of Dragons die, leaving their essences in Talon. With their guidance Talon goes to live with the dragons. At first they do not accept him, and he finds their ways strange, but at last he makes progress and raises a baby dragon himself.
