Settling Accounts: The Grapple by Harry Turtledove

   This is the third book in the alterate history series SETTLING ACCOUNTS, which parallels World War II.
   The tide of battle has finally turned in favor of the United States in its bitter war against the Confederate States, but hard fighting continues as the Confederate president and dictator, Jake Featherston, refuses to give up. Although the numerical superiority and superior productivity of the American forces continues to wear down the Confederates, Featherston looks for in new weapons being developed by his scientists.
   Inside the Confederate States, mass murder of blacks--referred to by the code expression "population reduction"--is being stepped up even while Confederate resources are being strained on numerous battlefields and the great American barrel (tank) leader, Irving Morrell, is spearheadig the American invasion of Confederate territory.
   Featherston is becoming increasingly paranoid as Confederate military defeats continue, with the Americans using some of the Confederates' own earlier trickery against them and developing new tactics of their own as well, but his fanatical Freedom Party Guards are confident that he will still lead them to eventual victory.
   With the Confederate States facing almost certain military defeat, Featherston counterattacks with a new weapon that can cause serious destruction against the civilian population of the United States.
   However, the critical weapon has yet to be completed by any nation, although Germany (allied with the United States), the U.S.A. and the C.S.A. are all racing to develop it first as the conventional fighting rages on...
