Never Fear by Scott Frost

The storyline opens with a fax sent to Lieutenant Alex Delillo purporting to have come from a half-brother she didn't know existed. Regrettably, no sooner has this event ocurred than a body is found down by the river which turns out to be the newly-found (and now, lost) half-brother.
This body was found in the same spot as a three previous bodies some seventeen years ago for which no murderer was ever found. However, the Lieutenant's father was the prime suspect but is now believed dead.
Little by little, Delillo pieces together the facts behind the earlier killings which are now linked to the murder of her half-brother and, more importantly, to a cover-up by the LAPD. The half-bother was working as a PI on the facts concerning the cover-up, partly because of their father's involvement and it soon becomes clear that their father is still alive.
