Beka Cooper: Terrier by Tamora Pierce

Beka Cooper is a new member of the law enforcement group known as the "Provost's Dogs" or Guards. These new members are called "Puppies" for their first year. As such, they are paired with veteran Dogs for training. During her training, Beka finds out her friend, Tansy, has had her child kidnapped by a supposed fairy tale--the Shadow Snake, and killed. Beka, who has the ability to hear the dead, who ride the backs of pigeons, and has a purple-eyed cat, who talks to her, not only hears Tansy's son, Rolond, but also a group of dead men and women, who were killed while digging in a cellar.
She tells her training Dogs, who believe the diggers are a more important case. She investigates the Shadow Snake herself, giving the information to her Dogs.
