Guards! Guards! by Terry Pratchett

Carrot, the full-size teen son of dwarves (he was adopted), arrives in the great city of Ankh-Morpork to join the incompetent and disrespected Night Watch just about the time a dragon begins to terrorize the city. Captain Vimes, the head of the Watch, tries to solve the mystery of the dragon's appearance while keeping his clumsy veterans and the over-enthused recruit in line. Secret societies, the City Librarian (an orangutan), and tiny swamp dragons figure into the plot, which makes amusing references not only to Shakespeare and Sherlock Holmes, but Bogart and Dirty Harry. "Thunder rolled.... It rolled a six."
