The Dragon Queen by Alice Borchardt

Guinevere is a young teen, just starting to become independent. Being raised by wolves, a druid, and a shapeshifter since she was a baby, she knows very well how to live off the land. Her destiny to become a queen is dangerous to her because of the power of Merlin, who wants to take control of her. She meets Arthur as she is imprisoned by Merlin and instantly she falls for him and becomes betrothed to him. Even though she escapes from Merlin, she vows to keep her betrothal to Arthur and marry him sometime in the future. Until then, she is summoned to protect the Dragons, a species of creatures who are no longer respected by humans, but killed by them. She befriends the dragons and swears to return to them the kindness they have given to her. She decides to take on the throne, to become THE DRAGON QUEEN.
