The Queen of Attolia by Megan Whalen Turner

Eugenidies comes back to Attolia to steal information one to many times and is captured by the vicious queen of Attolia also known as Irene and has his right hand cut off. Being a thief Eugenidides believes he can no longer steal but he is finally convinced that the most important necessity for a thief is his mind. Eugenidies decides he must first steal the king of Sounis's Magus for his queen Eddis also know as Helena. Then for his own pleasure he steals Attolia and propses marriage. Only the power of the Medes can stop the perfect ending.
