Island of Bones by P.J. Parrish

After a hurricane sweeps up the Gulf Coast of Florida, private investigator Louis Kincaid finds an infant's skull on the beach, and a day later a young woman's body, felled by two shots in the back, turns up on a nearby island. Louis Kincaid is hired by a woman who fears her father may be involved in some way. At first, the man appears to be just what he is...a mild librarian who leads a quiet life. Asked to assist in the police investigation in an unofficial manner, Louis turns up information about other missing women, and realizes that the woman knows more than she is telling him about her father.
