The House of Sand and Fog by Andre Dubus III

Everything falls apart when Kathy's house is seized from her, due to some sort of a payment error. In the mean time an Iranian immigrant Colonel Bahrani buys this same house at a fraction of its cost from the County Auction. Bahrani wants to move into the house and sell it at a profit by fall. While he resides at the house with his family he decides to upgrade the house by building a widows walk. In the meantime Kathy is frustrated that the County cannot make Bahrani sell the house back to the County for the same price. Kathy starts to confront the Bahrani's, first trying to reason with them to sell her back the house. But Bahrani, being a military man, won't budge and says he will only sell the house if the County will pay him 4 times as much. The story then gets ugly as Kathy falls in love with a cop who is willing to go through all extremes in order to help her. He starts threataning the Bahranis and it gets very ugly at the end
