And Then You Die by Iris Johansen

Bess is a photo journalist sent to Mexico to take vacation pictures of a small town. Her sister tags along to try to persuade her to pick a different career. During Bess' last assignment she was close to being a victim of guerrilla warfare, as the whole town was wiped out. As they near the town they hear dogs howling and it makes Bess remember the dogs howling from the guerrilla attack.

Her sister is a doctor and starts checking pulses, no one is alive...She sends her guide to the nearest village because the phone lines had been cut. It was too soon for help to arrive from the next village but the military comes in. She sends her sister into the hills because she is suspicious. She approaches the one of the soldiers and starts to ask questions but the soldier punches her. She wakes up in the hospital with many questions. The military leader (Esteban) is there and says her sister is dead in the morgue in the basement. He doesn't want her alive so tells his second in command (Kaldak) to take care of the woman. He takes her back to the village and he raids the church's tithing box. He tells her that he is in the CIA and they have been trying to catch Esteban.
