Hope is Constant by Cheryl Davis

Angus, a British soldier, and Rachel, a cook, meet when he is on leave in London. They feel a mutual attraction almost the instant they meet. Rachel wants to return to America. Angus has plans to move there once his commission ends. He only has to wait three months. They make plans to meet in America and marry as soon as he is free. He puts her on a ship and returns to his post. It is then he discovers that the Revolutionary War has broken out and his time in the army has been indefinitely extended. There is no way he can tell Rachel and no way he can know if she is waiting for him. Although Rachel can imagine what has happened, she can't be sure.
