There is a serial killer on the loose in New York, leaving a string of women in his wake. Detective Joe Keough isn't actually working on the case, but he should be. He discovers he is not the only one in the department to believe that there are two killers, one a copy cat. He teams up with this believer, an old friend, but they don't have long to work the case before murder finds his friend. Now, they are looking for a cop killer too. Departmental corruption works hard to keep Keough from pursuing the serial killers, and especially the murderer of his friend.
