The Ruby Necklace by Martha Kirkland

Liam Whitcomb has no immediate plans for marriage, at least not until his younger sister, Cordia, has found a husband. When his cousin, Lord Seymour, threatens to cause a scandal by marrying a red-haired prostitute, it is a threat to Cordia's marriage prospects, and Liam sets off immediately to prevent the marriage from taking place. At his uncle's residence he runs into Miss Emaline Harrison, a respectable parson's daughter who has come to return a ruby necklace Lady Seymour had lent to her mother many years earlier, but which had been forgotten when both ladies died shortly afterwards.

Seeing her copper red hair and taking her for the prostitute his uncle intends to marry, Liam coerces her into marrying the man, who has had an accident and is dying. Liam inherits the title, discovers his mistake and feels he must take responsibility for Emaline. He takes her to London and persuades her to be Cordia's chaperone. Emaline and Liam fall in love, but neither is willing to admit it to the other. Then a ruffian breaks into Emaline's house to steal the ruby necklace, and everything changes.
