Miss Prentiss and the Yankee by Susan Carroll

When Miss Abigail Prentiss takes a position as governess to Misses Harding, she has no idea that they have a half-brother, Nathaniel, who is at once attractive and infuriatingly single-minded. The rebellious Yankee is uninhibited and his behaviour not at all gentlemanly, and Abigail's composure is disrupted by his behaviour. He also insists on treating her as one of the family, something the proper Miss Prentiss is not at all ready for. The result is a small-scale war, which abruptly ends when the two are caught in a rainstorm and decide to make peace. Things are going splendidly until a former admirer of Abigail's who seems intent on winning her back appears. Nathaniel reacts with a jealous rage and after a passionate confrontation with Abigail, he leaves for London. The ladies see nothing of him for the next 4 months. It is only when they arrive in London and Abigail's old admirer proposes to her than Nathaniel will admit to himself that he is in love with her, and decides to act.
