Cat Seeing Double by Shirley Rousseau Murphy

This is part of the Joe Grey (cat detective) series, but Joe and his other two cat pals are almost secondary characters. They observe a lot, talk to some humans who are in on their "secret" ability to talk, and call in to the police with their anonymous tips. In this book, Ryan Flannery is a female contractor who was framed for murdering her ex-husband, Rupert. Ryan's uncle, Dallas Garza, is the department's relatively new Chief of Detectives, so he's put in the difficult position of investigating. A major subplot to the story involved the Chief of Police getting married at the village's church, but a bomb blew up the church. (Nobody was hurt because one of the cats told a human about the threat.) It wasn't clear if the bomb was part of the murder, or if it was just a separate incident.
