Fighter pilot Scott Bernard, trapped on Earth when a counterattack against the Invid occupiers goes wrong, rallies resistance fighters and seeks to strike back at the invaders. As the next chapter in the Robotech saga opens, the Invid have already conquered the Earth, sweeping aside the battered remnants of the Army of the Southern Cross. The Robotech Expeditionary Force, now a member of a coalition of alien races called the Sentinels (more on them in Book 13), launches a series of fleets to retake the planet. The first, the ill-fated 10th Mars Division, is destroyed by the Invid handily. The second, the 21st Mars Division, launches its own attack as the novel begins.

The action follows Scott Bernard, a fighter pilot in an Alpha Veritech involved in the assault. He says goodbye to his girlfriend Marlene, an officer aboard the troop carrier he launches from, before he goes. The attack goes poorly, and the REF are splintered by the tremendous numbers fielded by the Invid. Scott's ship is damaged, and he falls to Earth; as he goes, he watches his transport explode, killing Marlene in the process.

Now stuck on the surface of an occupied world, Scott takes stock of his situation. He still has his transformable Cyclone bike/body armor and a small stash of survival gear. He remembers the backup plan: members of the 21st who are shot down are to continue the mission to destroy the Invid hive at Reflex Point. He sets out to find any other resistance fighters and strike at the core of the Invid occupation.

Scott soon finds another Cyclone rider, a boy named Rand. Rand is not a member of Mars Division, however; rather, he is a scavenger who has retrieved one of the Robotech bikes from a downed Mars ship.

Scott follows Rand back to a nearby city, hoping to find other members of the force. They find the remaining inhabitants of Earth to be standoffish and withdrawn. A local thug named Ken leads the two into an ambush, attempting to use the opportunity to rid himself of his girlfriend Annie at the same time. Scott and Rand fight their way clear of the Invid attack with the help of another, mysterious female Cyclone pilot, saving Annie in the process. They confront Ken about his perfidy, but he claims he did it to save the village, and the rest of the citizens side with him. Scott, Rand, and Annie leave.

Meanwhile, a young biker girl named Rook relaxes at a bar, where a singer named Yellow Dancer performs. When a group of ill-tempered bikers disrupts Yellow's performance with unwanted attention, Rook is drawn into a bar fight. Scott and company arrive at the bar as the fight begins, noting that Rook seems to be the one who helped them earlier at the ambush. The five combine forces to drive the biker gang off.

Outside of town, the bikers regroup and decide to take out their anger on Lunk, an ex-soldier with a solid build and an easy disposition. Lunk's friend Kevin is kidnapped by the gang, though Lunk himself is saved by the intervention of Scott and friends. The group heads to rescue Kevin, but the gang fight is interrupted by a group of Invid troops. Lunk leads Scott to a hanger with an Alpha fighter, and reveals his past as a Robotech mechanic. Using the Veritech, and with Rand and Rook running interference, Scott destroys the enemy Mecha. Rook and Lunk join the team; Yellow Dancer reveals that she is actually a man named Lancer, a resistance fighter operating under the cover of a musician, and also signs on.

After a few incidents, the team forms a plan to raid an Invid Protoculture storage plant in Norristown. They pull of the operation with a Yellow Dancer concert serving to distract the region's Invid sympathizers. Resupplied, they head to Trenchtown, Rook's former home. There they become embroiled in a gang war. Then they head to Roca Negra, where Lunk has sworn to deliver a book; he finds that the book's intended recipient, Alfred Nader, was lynched for attempting to trying to save the town from the Invid by hiding a gun.

The team then finds a high-security compound run by Jonathan Wolff, the leader of an early expedition back that arrived before the Invid. Wolff runs a resistance operation with the remnant of his forces and supplies, but something seems off to Scott. Wolff and Scott depart on a mission, and are ambushed by Invid forces. When Wolff returns alone, Rand and Rook make the war hero show them the spot where he lost Scott, and are attacked by Invid Mecha. In the process, they find that Wolff has made a deal with the Invid, to maintain resistance at a minimal level in exchange for supplies and the security of the town. Rand and Rook discover Scott, still alive but under attack by Invid troops. Wolff suffers an attack of conscience and rides to the rescue; he succeeds but is mortally wounded in the process. The book ends with Wolff dying in their arms, and the team resuming its long trek to Reflex Point.
Best part of story, including ending: The Next Generation Robotech saga is fun because of its different approach: instead of fending off an invasion, the heroes of Next Gen must expel successful invaders. McKinney, again, expertly finds the gaps in the television series and fills them in.

Best scene in story: The prologue, featuring the thoughts of the poor, betrayed Invid Regis, helps make an otherwise alien foes more sympathetic.

Opinion about the main character: Scott is the most mature and grounded of the three primary Robotech Saga protagonists: unlike Rick or Dana, he doesn't feel like a kid sent to fight a war. This makes him a bit stuffy at times.
