The story takes place mostly through the eyes of Sam Wainwright, 43rd President of the United States who as Vice President has just replaced the 42nd President. As the book opens the White House grounds are overrun by terrorists during a State Dinner. The President, trying to escape with a false identity, is caught in a huge blast that has kills everyone else. He wakes up in a hospital with a face that has had extensive plastic surgery, and no memory. He is presumed dead. The Speaker of the House, an ultra right-wing extremist becomes President. His sinister aide—Shelby Mannix eventually discovers that Wainwright is alive and tries to have him killed. The President spends most of the book running for his life and not knowing why people are trying to kill him.
