The people of Russia vote to restore the monarchy, with a tsar to be chosen among the distant relatives of Nicholas II. Atlanta lawyer Miles Lord goes to Moscow to research the claim of the candidate his firm supports. But not long after he arrives in Moscow, two hired gunman from the Russian Mafia shoot at him in a city plaza.

While doing research in the archives of Moscow and St. Petersburg, Lord comes across information which indicates that at least one of the children of Nicholas II might have survived the massacre of the family in 1918, and that there may still be a direct descendant out there. On the train back to Moscow from St. Petersburg, the same two gunmen who had shot at him in Moscow hunt for Lord. A Russian circus acrobat, Akilina Petrovna, hides him in her train compartment. Later, the two join forces to look for the heir to the throne. They follow a trail of clues left by a secret organization dedicated to protecting the heir. The clues lead them first to San Francisco, then to North Carolina. Every step of the way, they are pursued by members of a villainous organization. One of the members of the organization is Lord's own employer, Taylor Hayes, who wants to stop them at all costs.
