Noel Duprey is the new heir to the Werewolf empire though he feels unworthy of the distinction. He is sent to Canada by Sebastion, the current leader of the werewolves, to find the person stealing perfume formulas from their cosmetics company and to prevent the exposure of their existence to the world.

Victoria St. Clare is an anthromorph, a werewolf who cannot change. This makes her an outcast among her fellow werewolves. Sebastion sends Noel to her to help find the betrayer. The two doggie people are attracted to each other, and yet Noel cannot mate with someone who cannot change into human form. Arf, arf!
