A U.S. submarine is sunk off the coast of Tripoli and the Republic uses this as an excuse to declare war. They seal off the Mediterranean trapping several U.S. ships and order them to surrender or be sunk. They attack Washington D.C. by running Lear jets loaded with high explosives into the White House and Pentagon. (This book was originally published in 2000 well before 9/11.)
