The story opens with Captain Helen St. James taking the newest U.S. submarine, USS Hunley, out for sea trials and testing her new propulsion system. While underway on the trials a message is received that the Islamic Republic sending carrier task forces on what is considered unusual maneuvers. We soon find out that all nuclear weapons have been destroyed as well as all spy satellites. The Islamic Republic is formed when all the countries from North Africa through the Middle East put aside their differences and join together in opposition to the west. They then build up their industrial base and build a mighty military force.

A U.S. submarine is sunk off the coast of Tripoli and the Republic uses this as an excuse to declare war. They seal off the Mediterranean trapping several U.S. ships and order them to surrender or be sunk. They attack Washington D.C. by running Lear jets loaded with high explosives into the White House and Pentagon. (This book was originally published in 2000 well before 9/11.) A U.S., British and French carrier battle group attack a superior Islamic group in an attempt to free the U.S. ships from the Med. The battle is a draw and a cripple Hunley has to take on the bottleneck of ships in the Straits of Gibraltar to release the trapped U.S. ships.
The final mission in the book for the Hunley is to land a SEAL team on unfriendly shores, then take on an invasion force heading for Italy.
