It could literally be any man on the planet earth, but was probably someone in her Mom's class at school. Don, with his background in genetics, decides to help Rosie find her father.
This is the "vehicle" the writer uses to throw Don and Rosie together for the rest of the book. Under the guise of searching for Rosie's dad, Don and Rosie spend a lot of time together and fall in love. There! See how simple this story is? Now you don't have to read any further.

Don starts getting DNA samples from any man who was within 100 miles of Rosie's mom while she was having her menstrual cycle.
Thus begins the hundreds of pages of "Don persuades X to give him a skin sample so he could check their DNA". Later, as Don starts checking the DNA of dozens of people, he starts doing it secretly, taking sample of peoples' saliva without their knowledge or permission. A lot of this goes on. Once again, this is most of the story for the rest of the book, and there really isn't much to add.

Don sincerely believes that he is helping Rosie find her Dad without realizing he is falling in love with her. He even tells Rosie that he doesn't want to bone her because she doesn't meet his 20 page criteria.
Don goes to a dance with a woman named Bianca. Bianca is a masterful dancer but Don is a very inexperienced dancer. He can't keep up with Bianca and instead dances several silly dances with himself with silly names like "The Running Man" and "Milking the Cow". You are supposed to find this cute and funny.
Bianca, irritated at Don's retardedness, leaves. Rosie starts dancing with Don and Don dances simpler dances well with her.
Rosie invites Don back to her apartment, undoubtedly to put his p_nis in her very low traffic v_gina. But Don, acting like a retard who doesn't understand what he is being offered, goes home instead. Only the next day does he realize that Rosie wanted him to bang her, but it is too late.
Don talks to his friend Gene about it. Gene is an expert on banging women, working on banging a woman from every country on the planet. He even boned Bianca, Don's date at the dance.
Don thinks "adding a second person" to sex would make it too complicated.
