Emil and Oleg are a couple of two-bit Eastern-European criminals who have just been released from prison following a botched bank job. They come to New York looking for the third member of their gang, who escaped with the loot, but not before the movie-obsessed Oleg makes a side-trip to Times Square, where he steals a state-of-the-art video camera.

When Emil is informed that the other man has spent all of the money from the robbery, he kills both the man and his wife with a kitchen knife as Oleg films the whole thing. There is just one small snag: Daphne, an illegal immigrant and part-time hairdresser staying with the couple has witnessed the crime. Emil is not worried, though. He has her ID card with her name and picture. As Oleg and Emil beat a hasty retreat, Emil takes the time to set the apartment ablaze.
The double-murder and arson brings two very different policemen onto the scene: Eddie Flemming, a cynical celebrity homicide cop and Jordy Warshaw, a naive rooky arson investigator.
As Eddie and Jordy scour the city, Emil and Oleg see a news report on TV about a mass-murderer who was acquitted by reason of insanity and now stands ready to make a fortune in a book- and movie-deal. Inspired, Emil not only sees a way to tie-up their loose-end, Daphne, but also become rich and famous by killing a famous person, Detective Eddie Flemming, on video-tape.
As the bodycount grows, Eddie and Jordy must wade through running gunbattles, hellish firebombs, and the mass-media, personified in the person of a ruthless tabloid-news reporter, to catch Emil and Oleg before they can kill Daphne, cut a plea-bargain, sell their tape, and finally get their 15 Minutes of Fame.
