The setting is Detroit, on the night of december 31st. The notorious criminal Marion Bishop has just been arrested for having killed a cop. In the middle of a snow storm, he's transferred to a soon-to-be closed police station with only two policemen and a secretary inside.
A few minutes later, the station is attacked by about thirty masked men who seem to want Bishop. The sergeant in charge of the station, Jake Roenick, kills one of these men and discovers that they are in fact policemen. Bishop tells him that he has bribed for years numerous cops of the Detroit police who are afraid now that he might denounce them if he goes to court. Roenick is forced to give guns to the prisoners to help him if he wants to be able to hold out until dawn.
