Nelson Crowe is hired by the Grimes Organization after having been fired by the C.I.A. In fact, he's still working for his previous employer which is blackmailing him because of a deal that went wrong. The C.I.A. would like to control the Grimes Organization, a private company specializing in the blackmail business. One of Crowes's first job for Vic Grimes is to bribe a State Supreme Court Judge who likes gambling. The C.I.A. is persuaded that there is a way here to overthrow Vic Grimes.
