As movie soundman Jack Terry (John Travolta) records sound effects on a lonely footbridge in a wooded area outside Philadelphia, he manages to be in the perfect spot to witness a car going off the road and landing in the river...and to make an audio recording of the event.

Diving into the river, he manages to save Sally (Nancy Allen), a lipstick saleswoman with a shady reason for being in the car, but is too late to rescue the driver, Pennsylvania Governor McRyan (John Hoffmeister), a wildly popular politico who was well on track to becoming the next President of the United States.
At the hospital, Jack is instructed by the Governor's chief of staff (John McMartin) to keep Nancy's presence a secret, but a little thing like knowledge of a sex scandal proves to be the least of his worries when he plays back his recording and hears what sounds like a gunshot just before the car's tire blew.
Now, both Jack and Nancy find themselves stalked by a ruthless assassin (John Lithgow) as they struggle to find proof of a conspiracy that may go to the highest levels of the government.

John Travolta plays Jack, a man who does sound effects for movies. He is outside one night recording sounds to be used in the movies. He records, sounds of walking, an owl, a couple talking, then suddenly a loud bang, and a car's screetching tires as it careens out of control and plunges into a creek. Jack jumps in and manages to save a girl trapped in the back seat. At the hospital, Jack and Sally (Nancy Allen) are told they must keep their mouths shut about what they saw. The man killed was a governor running for president. It wouldn't look good for the man's family if his last waking moments were spent with a call girl. At first Jack agrees, but the more he thinks about it the more he realizes he can prove the death was murder and not an accident. His recordings caught the gunshot on tape. But no one seems to be interested in knowing the truth, and in fact, they might kill the pair to keep their mouths shut.
