Madeleine Haley (Claire Trevor), a Los Angeles policewoman attached to the Narcotics Enforcement Office, goes to Mexico to seek out dope smugglers. She is searching the apartment of syndicate baron, Pete Richie (Raymond Burr), when he surprises her. Haley and Richie are then kidnapped by Johnny Macklin (Fred MacMurray), a member of the rival gang organized by Harvey Gumbin (Roy Roberts).
