This movie portrays a futuristic society of the year 2027 and takes place in Britain. It is a science fiction story based on a very new idea where the society is crumbling as the people of modern times are infertile and there has not been a birth of a child or even a pregnant lady in the past twenty-seven years.

The society of humans is facing extinction as the people have lost the ability to reproduce. The whole world is stricken by war and is in extremely adverse conditions, their refugees are being rounded up and being sent into concentration camps where people live in sharp contrast to what the common conception of future is. Britain is the last war free nation and The England government has installed highly strict wardens to maintain order within its borders and to establish martial law in the country.
Theo (Clive Owen) plays the role of a former activist, living in London, who turns into a government bureaucrat and is sad and unhappy about the conditions of the society, he is wasting away in the bedlam. He stays drunk and embittered. When his ex-wife Julian (Julianne Moore) asks him to aid a group of revolutionaries, he becomes the subversive hero he wanted to be 20 years ago.
In that camp a lady gets pregnant and since she is the first pregnant woman in 27 years the woman is scared and needs protection from the British government. Theo is appointed by the extremists to escort the first pregnant woman in 19 years out of the dangerous British borders.
His struggles and constant hide and seek with the British government and other extremists are the basic story of the movie. The movie is filled with scenes depicting the hostile conditions of war and battle and the acting as well as the direction is all very commendable. The movie has been rated R for strong violence, language, some drug use and brief nudity.
