Gene Hackman is a part-time CIA employee working as an industrial spy. One day, He's asked by his CIA boss Elliot Jaffe to bring Grushenko, a jailed Russian spy, to Berlin and trade him for an american agent. The trade goes bad when Hackman identifies the American hostage as a man he's just seen two days before at Dulles airport waiting for a plane to Moscow. When Grushenko and Hackman finally reach a CIA hideout in the city, the house blows up right in front of them.

Followed by both the CIA and the KGB who want them dead, Hackman and Grushenko move to Paris to meet Grushenko's daughter, the only one person they can trust.
