Max is an analyst for CONTROL, America's top-secret spy agency. He wants desperately to become an active-duty spy; however, he is incredibly clumsy and is thus unlikely to ever be promoted. Yet his lucky day is CONTROL's unluckiest day imaginable-- when the evil terrorist group KAOS exposes the identities of nearly every secret agent, only Max and one experienced agent, Agent 99, are left available for active duty. Agent 99 initially hates Max, because all he does is get in the way of her superior spy work. They find that KAOS, led by a malicious man named Siegfried, has apprehended the materials to create a large nuclear device. They are able to destroy much of KAOS' weapons cache, yet the nuclear weapon is nowhere to be found. CONTROL believes that KAOS is operating with the help of a double agent, and Max seems initially to be the key suspect. Agent 99, while growing fond of Max, is forced to place him under arrest. However, when Max gets information from Dalip, a terrorist he was nice to while hunting for the nuclear device, Max realizes that only he has the knowledge about the device to stop it from being blown up on American soil. When CONTROL inadvertently brings along with them the double agent to help investigate the nuclear threat, and Max surprisingly blows the double agent's cover, Max is the only man standing between the double agent and an American nuclear holocaust.

Best part of story, including ending: The original TV show this film is based on is very funny. This movie, however, is not-- the action is fine, but the majority of the attempts at humor fall exceedingly flat.

Best scene in story: Little physical gags that Steve Carell is able to execute work the best-- for example, when he attempts to disarm a bad guy by throwing a phone at him, only to realize the cord isn't quite long enough.

Opinion about the main character: Max is a sweetheart, and Steve Carell is one of the best in Hollywood at playing the meek sweetheart, but unfortunately the script lets him down and makes him one-note.
