In the island of Goto, nothing has changed since the 1887 earthquake that took the life of the royal family and destroyed 90 % of the country. The governors Goto I, Goto II and finally Goto III have ruled the island and applied the law. Now Grozo, a petty thief, has just dodged the death penalty and is hired by Goto III as official fly-catcher of the fort.
Grozo is in love with Glossia, the wife of Goto III but Glossia is already cheating her husband with a lieutenant of the garrison. When Goto III learns about his wife's infidelity, he asks Grozo to kill the lieutenant. The smart Grozo prefers to shoot Goto III and blame the lieutenant for the murder.
