Impulse stars Theresa Russell as Lottie Mason, an undercover officer for the Los Angeles Police Department who has financial problems and trouble keeping a boyfriend while juggling with the stresses of her undercover work. Tony Peron (Shawn Elliot) was in the witness protection program and was going to testify for District Attorney Stan (Jeff Fahey) at a case for a big drug dealer. But Peron escapes to New York where he scores a big drug deal where he killed everyone and blew up a truck before escaping with a million dollars. Stan then tries to keep his one and only other witness calm knowing he has no case unless he finds Peron. Lottie forms a relationship during a drug bust with Stan and they eventually have sex but Lottie tries to keep it professional while they work. Lottie then gets assigned to infiltrate drug dealer Frank Munoff's place and when this goes sour Lottie kills two of Frank's thugs. It's at this point she needs to unwind and Lottie goes to a bar after getting a flat tires fixed. Of all things she picks up Tony Peron at the bar and goes home with him. But she second guesses herself and goes to the bathroom to freshen up when a mystery person kills Peron. Lottie calls it in and this makes everyone think it was a woman who killed Peron. Meanwhile, Lottie found the key to a locker that contained Peron's money. This sets up the mystery of who killed Peron and will Lottie take off with the million dollars.
