The Iron Monkey is a champion of justice, fighting for the rights of the oppressed. By day he is a doctor, running a free health clinic. By night, he flies through the streets, using kung fu to recapture riches from the oppressors and to deliver them to the poor of his village.

Then Wong Kei-Yung, a famous kung fu master from Canton, arrives in town with his young son. They are rounded up as suspects in the governor's pursuit of the Iron Monkey. Not knowing the hero's true identity, Kei-Yung becomes angry with the Iron Monkey for allowing people to be imprisoned in his stead. He offers to deliver the vigilante to authorities; his offer is accepted on the condition that his son remain in custody.

At the same time, the rich governor is awaiting the arrival of the Emperor's minister, a rogue Shaolin monk. His arrival promises either fortune or punishment to the governor, and assuredly suffering to the common people.
