In the future, most of humanity is crowded into Mega-Cities that are policed and governed by an elite group known as the Judges. Judge Dredd is the most famous and feared Judge on the streets. However, in his past, he was forced to "judge" his only friend, a megalomaniacal criminal, and he has escaped from jail and planning to exterminate the Judges. As part of his plan, Dredd is framed for murder, but his transport crashes and he returns.
