An Asian cop goes to Paris to work with the local police. They have to apprehend a drug dealer. The plan starts to go well, but one of the cops kills the drug dealer and a prostitute. The police then frame the Asian cop. However, he steals evidence that proves the French police were responsible and goes on the run. He meets a prostitute that was there and discovers that her daughter was kidnapped by the corrupt French cop. They then try to save her daughter and clear his name.

Liu Jian (Li) is sent to Paris to assist in the apprehenion of a Chinese drug lord and his unknown French connection. The mission goes wrong with Jian framed for the murder of the drug lord. The mysterious French connection is Richard (Karyo), the head of the local vice squad. It is he who has arranged all this intrigue. What he hadn't planned on is for his men to fail to stop the surveillance tape while he is killing the drug lord and for Jian to get the tape showing it. Things are made more confusing by the presence of Jessica -- a farm girl turned hooker who was at the murder (although puking in the bathroom at the time). Richard is keeping her drugged up and holding her daughter captive to ensure Jessica continues to work for him. Jian has to clear his name and find a way to get out of France without getting killed.
