The mysterious French connection is Richard (Karyo), the head of the local vice squad. It is he who has arranged all this intrigue. What he hadn't planned on is for his men to fail to stop the surveillance tape while he is killing the drug lord and for Jian to get the tape showing it. Things are made more confusing by the presence of Jessica -- a farm girl turned hooker who was at the murder (although puking in the bathroom at the time).
