The story is set during World War II. Lassiter, played by Tom Selleck, is a thief, particularly known for his ability to get into second floor stashes. His girlfriend played by Jane Seymour, knows about his colorful past, but has overlooked it. He is brought in by the police after pulling his latest heist in a London mansion. After a phony lineup in which he is positively identified by a plant, the cops strike a deal with Lassiter.

The lead cop, played by Bob Hoskins, needs Lassiter to pull a job for him. He wants him to break into the German embassy and steal some diamonds. These diamonds are on their way from South America. The diamonds will be sold to help finance Hitler's army. The police want Lassiter to steal these diamonds so that Hitler suffers a setback. He has to worm his way past a German dignitary played by Lauren Hutton, to get to the jewels. If Lassiter pulls this job, the police will forget about the crime he was picked up for.
Lassiter agrees to the task. Junior policeman Breeze, played by Joe Regalbuto (Frank from Murphy Brown), is assigned to tail Lassiter to make sure he doesn't try to leave the country or steal the jewels for himself.
