A former judge, Max has become a police inspector for ten years now. Deceived by justice, he's obsessed by the idea of catching criminals "in the act" so that they can be condemned to a maximum sentence. He's now imagining a brilliant scheme involving a group of junkmen. Max will make the acquaintance of Romy -Lily- Schneider, a prostitute who's the girlfriend of the gang's boss and tell her he's a banker. Little by little, he will manipulate her and finally push her to convince the junkmen to rob his "own" bank.
